The Impossibility of Controlling Paris
The leaders of the second french empire still deeply feared the threat posed by a politicized and revolutionary parisian population. The most overtly threatening were probably the blanquists, who were dedicated professional revolutionaries. Groups that, even amidst the general liberalizing trends of the late 18 sixties, were still targets for suppression, harassment, fines, arrest and exile.
