Is the Law a Waste of Resources?
The case with the Tennessee Valley Authority made me think of that. The whole process of creating law is the process of trying to create the enforcement mechanism for certain kinds of public policy decisions. And then when the outcomes are not what we expect, then like you said, this sort of strict interpretation of this is what the law says versus some sort of decision about but it's a massive waste of resources.
