The term was first coined in the 19 twenties to describe soldiers who would not comply with direct orders. It's one of the archetypes that i honestly find the most challenging to deal with. The fear of conflict is really what's at the base of a lot of passive aggressive behaviour. For one reason or another, they don't feel like they can be direct and straightforward about their feelings.
