These cows, often male calves or older milk cows, roam the streets feeding on plastic bags and causing car crashes. In 2019, there were an estimated 5 million stray cows, a number that has since increased according to government estimates. This problem is exacerbated by laws prohibiting cow slaughter, which have evolved from religious taboos to legal mandates.
