How to Align Decision Making Authority With Situational Awareness

Routine duties and normal operations cease for the people assigned to this. Their only focus is their crisis. There are no collateral responsibilities, because this is a crisis. This is all their job is right now. So they'll have supporting roles and functions, but as a whole, the roles and functions are solely concerned with solving the one problem at hand. I think you need to align decision making authority with situational awareness.
