Lobbying has evolved from insider dealings characterized by personal relationships and clandestine meetings to a focus on influencing constituents directly. Lawmakers are under increased scrutiny, reducing the likelihood of behind-the-scenes favors for lobbyists in exchange for campaign contributions. Instead, lobbyists are now targeting the constituents of Congress members, understanding that lawmakers prioritize gaining voter support. If lobbyists can sway a majority of a lawmaker's constituents to back specific legislation, such as trade or immigration bills, the lawmaker is likely to align with that position to secure reelection.

Today, the tech industry is the second-biggest lobbying power in Washington, DC, but that wasn’t true as recently as ten years ago. How did we get to this moment? And where could we be going next?
