The downfall of Babylon to the Persians in 539 B.C. is described as part of a bigger pattern in history. When humans choose folly and violence, it will ruin them. God hands humans over to their own evil, which comes in the form of an invading army, like a flood. The cities that humans built because of their own evil become the punishment. Jerusalem has become like a new Sodom and Gomorrah, so God hands them over to a bigger and badder version - Babylon. The city becomes both the consequence and the punishment.
