Most organizations do not have slack in the system. And so as a result, anything you land top is extra. You basically have like people coming together in a cross-functional way without enough time on another thing that sits on top of the structure that doesn't really fit. The last thing I'll say is they're kind of usually not that well chartered. So in terms of understanding who's on first, who's on second, role work, purpose work, all that kind of like that stuff tends to also be a mess.
