By the summer of 1938, various sectors of civil society, including judges, lawyers, policemen, and business owners, became complicit in the Nazi dictatorship. Once complicit, individuals were reluctant to admit wrongdoing or challenge the system. This complicity had pervasive effects across different areas of society and was not solely directed from the top-down by the fuhrer, but also involved ground-level response. The Nazi dictatorship operated differently from a purely top-down totalitarian system, with Hitler himself drawing comparisons to Pericles, the democratic leader of Athens.
