The distinction between ATIP and OSAP is often misunderstood. OSAP had $22 million in funding and covered military and civilian UFOs, while ATIP at the Pentagon had no funding and focused on specific military UFO encounters with film evidence. The mix-up occurred because the program was run as a closed program with tight security. Despite the confusion, ATIP was a real program with a different scope and focus from OSAP. During a meeting with Dr. James Lukaski, it was revealed that OSAP had numerous contracts and commissioned 38 defense intelligence reference documents to establish baselines for various UFO-related topics. These papers were intended for wide distribution within the defense intelligence arena. Some of the papers were later released to the public, providing valuable insights into science and engineering advancements.
