If Einstein knew the consequences of his research, would he have stopped? The same question applies to AI research. Software poses a challenge for regulation and deterrence. Even an observatory can't detect hidden or dormant software. The dilemma worsens when an opponent has a potentially devastating software weapon. Destroying it becomes a delicate task. Open-source software with checks and balances can easily be manipulated by opponents. Hardware limits can be reproduced. The roadblocks keep mounting. The aim is not to build killer robots, but powerful intelligence systems with unknown implications.
