There's a provision in the chip sack that basically says that any excess profits would be shared with the government. Some companies have to put back money or put aside money, because depending on how the market develops, they might have to pay back all of their subsidies. So over the seven year period that the subsidies are going out, if your profit is above a certain percent, you have to payback the entirety of the subsidy.
