Power can also be viewed through the lens of production versus redistribution. The European Union's power is seen as the ability to restrict rather than to innovate, which can hinder the growth of new companies and, consequently, social capital. Despite societal differences, countries like Russia have succeeded in creating their own versions of tech giants, suggesting a societal failure in fostering innovation and enabling new organizations to emerge.
