The Influence of Consultants and the Dukakis Era
The Works Department had a challenging task of managing the experts from Parsons Brinkerhoff and Becto. Despite being a small team, they had to oversee the aggressive consultants who had more knowledge and experience. One of the consultants, Becto, was referred to as an 800 pound gorilla that needed to be kept in check. However, with the change in administration, the stability of the situation became uncertain.
