Oppenheimer, due to his ethical and social beliefs, sees the atomic bomb as a step towards world government. By 1945, it is clear that Japan is the next target, and the American bombing raids have killed numerous people. Military strategists predict that a land invasion of Japan would result in the deaths of millions. Truman's decision to drop the atomic bomb is heavily debated among historians, but there was never any doubt that it would happen. Oppenheimer had some private doubts, but ultimately went along with it since Germany was defeated and America didn't want to lose millions of people.
