Hierarchical proposal review process

Proposals are written by individuals, reviewed by managers who select the best ones to proceed to Jeff Bezos and his S team for further review. The S team then selects significant proposals to become S team goals, which are then delegated down through SVPs to assign team members to drive the selected goals.
