Priority, Persuasion, and Congressional Importance in Engineering Efforts

When taking on a project, there are four criteria that need to be met: it must be a priority for the Pentagon, something Congress cares about, something we can do well, and something others are not doing well. Without meeting these criteria, the project is unlikely to succeed. Perception is key, as both the Pentagon and Congress determine what is important based on their beliefs and priorities. Lastly, we should avoid duplicating efforts already being done successfully by other companies. By following these guidelines, we can increase our chances of success and avoid wasteful spending on unnecessary projects.
