Bottom-up Approach for Climate Action
The key stumbling block in international climate processes has been the divisions and finger-pointing between different countries and age groups. The traditional top-down approach of imposing targets from a global coalition was not successful, as countries did not like it. Instead, a bottom-up approach where countries volunteer their pledges and targets has been more successful, creating a competitive pressure that leads to increased promises. This bottom-up approach has also proven effective at the individual level.
