Organizational process during a crisis
During a crisis, organizations tend to break down the issue and assign responsibilities to different departments within the existing bureaucratic structure. Leaders often settle for the first adequate solution due to time and resource limitations, a concept known as satisficing. They also prefer solutions that minimize short-term uncertainty and tend to follow established procedures rather than developing new ones. Additionally, the large resources and time required for planning limit leaders to pre-existing plans, which can lead to organizational failure when the situation evolves beyond the scope of existing methods.
