Rate limiters, whether individual constraints or task/environmental constraints, are the primary limiters on skill development. For example, in volleyball, the constraint of only having one serve per game acts as a significant rate limiter in learning and exploring the volleyball serve, compared to tennis where two serves allow for a more aggressive and safe approach.
