In the pre-state period, labor Zionism was the dominant form of Zionism, focused on creating a utopian agrarian project. Revisionist Zionism, led by Japatinsky, was a small and outlying movement. Ben Gurion pushed Japatinsky out of the Zionist Congress. However, smaller groups of Japatinsky followers formed militant factions, using terrorism and violence to persuade the British to leave and intimidate the Arab majority. Japatinsky believed a Jewish nation state could only exist if Jews became the majority through mass immigration.
