InfoSeek and other search engines were good at finding pages with searched words but not at ranking them. Sergey Brin and Larry Page created PageRank to rank search results by page importance based on incoming links. They used an academic insight where frequently cited papers are seen as important. Similarly, pages with more links were considered important by PageRank. The goal was to organize information making it universally accessible.
