China's Use of Nontraditional Security Forces for International Outreach

China engages in bilateral and multilateral diplomatic outreach through existing institutions and by creating new security frameworks. In addition to police and law enforcement diplomacy, China offers training to security personnel globally and provides equipment such as police gear and surveillance technology. This assistance extends to national and subnational levels, focusing on areas like protection of fisheries and territorial waters. Unlike the US focus on projecting power and defending sovereignty, other countries like the Solomon Islands prioritize state and political security as national security. The United States lacks comparable tools like a national paramilitary force to engage with such security challenges, whereas Chinese security forces have more flexibility in supporting countries sharing their vision of national security.
