An officer in a western army wouldn't be obeyed if he put his men in a position with no chance of survival. The development of an honorable surrender code in Europe over centuries prevented atrocities and was mutually beneficial. Surrendering troops not only lived but also saved the need for further troops to eliminate them. However, the Japanese perceived this act as a weakness.
