Unlike controlled experiments, numerous variables, such as differing incentives and institutional failures, influence the outcomes. This reality necessitates patience and humility from analysts, advocating against premature judgments that dismiss reforms based on initial results. The focus should be on long-term growth, recognizing that not every reform will succeed, but the journey towards a sustainable growth rate is essential.
