The content of a scientific theory is determined by what it rules out. If we take this seriously and apply it to our worldview, we can construct a theory by considering what it does and doesn't rule out. Popa never explicitly stated this, but if he had, he could have discovered a theory. Popa's philosophy is connected to optimism and the idea that it's our duty to make things how they ought to be, rather than complain about how they are. All these concepts are interconnected.
