The Rise and Fall of Rafael

Despite allegations of rape and court martial, he continues to be promoted. Known for his ability to eliminate threats, he becomes the go-to person for handling uprisings. The Americans aim to shift military power away from local warlords, leading to their involvement in the Dominican Republic.
