Balancing freedom and harm in the digital world
The rules for what people are allowed to create in the digital world should be as free as possible, unless they cause harm to others or infringe on their rights. Harm in the digital world can be different from the physical world, such as shooting friends in a game, which is considered fun and not harmful. The challenge is to identify ways in which harm in the physical world does not apply to the digital world and determine new potential harms unique to the digital world, such as increased anonymity.
