A scapegoat usually is gong to be some one who's inside, but also outside of the community. So escape is someone who's a little bit different than others for whatever arbitrary reason. That's why you notice that the gods of mythology have certain deformities. Some of em are medusa, they're too ugly. There's something that stands out. Something stands in an arbitrary way that makes them an easy target for scapegilding.
