The law requires New York police officers to prioritize filling out a form with the civilian's race, sex, and age before contacting urgent potential witnesses, while California officers are required to fill out an eight-page form with nearly 200 fields about the civilian's and the officer's gender, sexual identity, race, ethnicity, sexual orientation, and perceived gender during a custodial stop, which may hinder timely police action.
