The critical period for literacy is in childhood, and it's much more difficult for adults. Specialized regions in the ventral part of the brain are crucial for reading, and they have to be developed early, probably before puberty. When adults try to learn to read, they cannot completely reorient these brain regions, making it extremely challenging. This explains why illiterate adults struggle immensely, even with differentiating basic letters.
