In response to labor shortages exacerbated by the pandemic, Canada expanded its temporary foreign worker program significantly from 2018 to 2022, with valid permits rising from 56,000 to 190,000, marking a 237% increase. This program allows employers to recruit foreign workers when Canadian labor is insufficient, covering sectors like agriculture, high-wage, low-wage, and technology. Workers hail from various countries, especially Latin America and the Caribbean, with notable sources including India, the Philippines, and Mexico.
