NOTE

Setting a Poverty Line

The World Bank's flagship report on Poverty in 1990 introduced a poverty line of a dollar a day, which was considered extremely low by some experts. They argued that development should not solely focus on extreme poverty but on improving people's overall well-being. The choice of a low poverty line could undermine the effectiveness of development efforts, making people believe that little progress is being made for the poor. Hence, the adoption of such a low poverty line is seen as a fundamental issue in the field of development.
