Since the end of the Cold War, there has been a shift in American focus away from maintaining global alliances and military capabilities towards more economically nationalist policies. This shift in focus began with a missed opportunity after 1992 to continue the conversation on reshaping the world positively, and instead, subsequent administrations have become more economically nationalist. Alongside this, the American military, particularly the Navy, has transitioned to a structure that may not be capable of upholding the previous globalized network due to a reduction in fleet size and an increase in tonnage since 1992.
