The key question is how can manufacturing be made cheaper at home or in allied countries like Mexico. The United States' current position is not influential enough to easily solve this issue. The problem lies in specific policy decisions, such as tariffs and agreements with other countries. The manufacturing shift to China was a result of these policies. If the United States continues to allow adversarial powers to sell heavily subsidized goods, it won't be a fair fight. Simply saying 'I'll do better' overlooks the challenges at hand.
