I'm taking notes for about the culture that we're working on. I definitely believe that to end up with the culture that most people think they would want is to be explicit. The real culture is what you end up rewarding, high lighting, making visible and then correcting at some point. And i agree with you, the term you used, it's actually pretty nice. Highly initiative, highly investigated and initiated up.
