If arbitrary is exactly right, and the only reason I say that is it should be a meaningful accomplishment. All of them should in some way be meaningfully contributing to the longer-term goal. So, if your goal is to be strong and lose a bunch of weight, your intermittent goal could be like, hey, don't miss more than one of your workouts each month for three months. That's something measurable. And keeping me motivated.
