The Disconnect Between Construction and Operation Incentives in Nuclear Plants
The cost of nuclear projects is mainly driven by construction and design, rather than hardware. In South Korea, the same people who design, build, operate, and maintain nuclear plants contribute to an integrated construction process. However, in the US, there is a disconnect between those who operate and those who design and build, leading to differing incentives and sometimes perverse incentives. To address this, we should change how construction is integrated in the US rather than focusing solely on reactor design. Small modular reactors (SMRs) are seen as a nuclear engineering solution to a financial problem, but what we truly need is a financial solution to this issue.
