After riots, American Zionists pressure President Hoover to push the British government for more help for the Jews in Palestine. The British Prime Minister, Ramsey MacDonald, sends a letter to Heim Weizmann apologizing for limitations on Jewish emigration, which the Zionists view as a retraction. The Arabs refer to it as the 'black letter'. From that moment onwards, the Arabs in Palestine would receive no relief. The Zionists had scared the British into revoking the white paper.
