The Tammany War Machine in New York City operated by mobilizing Democratic voters, particularly newly arrived immigrants, and ensuring their loyalty through providing essential jobs controlled by the city. The large number of city employees owed their livelihoods to Tammany, thus solidifying its power and influence. Any attempts to reform the civil service were seen as direct threats to Tammany's control, which it historically knew how to defend against.
