Accountability Misaligned with Performance Goals
The current system lacks accountability due to insufficient resources and inadequate focus on performance. Instead of holding individuals accountable for performance, the focus lies on compliance, leading to misaligned incentives. This results in situations where resources are allocated but not effectively utilized due to misplaced priorities and lack of alignment with the overarching goals.
