NOTE

All Minima Are Global Minima

The leading theory based on an old calculation suggests that there are no bad local minima. If a point is a local minimum where none of its neighbors are better, then that point is guaranteed to be good in an absolute sense. This theory is supported by the simplest statistical physics model of a random surface exhibiting this property.
