Humans can't work like that. I used to track only the valuable hours in my old time tracking system. Are the previous forty minutes spent really writing? If not, I wouldn't track it. Not everyone does eight hours a day of value-generating work. People often spend a long time on low level tasks that make them feel like they've been working all day but may not create much value.
