A conference committee brings House and Senate members together to create a bill both houses can pass. The bill then proceeds to the President's desk by September 30th, the fiscal year-end. Congress has failed to pass all 12 bills on time since 1996. When Congress misses the deadline, they resort to a continuing resolution (CR), which means maintaining the previous year's funding levels. However, agencies dislike CRs as they lead to uncertain funding and disrupt long-term planning.
