Most of Al Kasam's disciples were rallying villagers and shanty towns to rise up, causing violent energy to fill the air. The grand mufti and other Arab notables sought assistance from Arthur Watchope, the British high commissioner, to pacify the situation. Watchope understood their dilemma and communicated to the British colonial office that a significant portion of Arab villagers had become migrant workers. He warned that without change, their friendly Arab leaders would be useless to the British government.
