Who Gets to Be a Witness?

The voice of an average American can be heard in Washington, D.C., the place to do it very often is committees. There's what I call in the book a labeled expert, someone who by virtue of their partisan affiliations and previous statements on an issue, everyone really knows what they're going to say on this. Perhaps it's not just experts that get to testify at hearings; there are other types of witnesses as well.
