The totalitarianism in 1984 primarily affects the high and middle classes, with surveillance and control tactics not extending extensively to the proletarian zones. This limitation of totalitarian control aligns with the theory that elites are the main influencers in politics. Additionally, the perpetual war between Oceana and other powers serves to maintain stability and prevent any political change within society.
