Xi embodies Elite Consensus in Chinese Politics
Xi Jinping is perceived as a product of elite consensus rather than the cause of China's political direction. The elite consensus was established at the end of Hu Jintao's administration, agreeing that the existing path led to party failure and corruption. Many of the policies initiated by Hu Jintao were continued by Xi Jinping, but were more successful under the latter's leadership. Xi Jinping's position and policies were a result of a collective decision within the elite circle focused on party rebuilding, centralization, and governance through party-led mobilization. Despite some grumbling about the concentration of power under Xi Jinping, it is viewed as party power that will be passed on to the next leader. Therefore, even if Xi Jinping were to step down, the prevailing consensus suggests continuity in the policies implemented under his governance, as they have been perceived as successful for China.
