Hoover was determined to reform the FBI and make it a model of professionalism/nHoover weeded out political hacks and incompetence from the bureau/nHoover laid down a strict code of conduct for agents/nRegular inspections of headquarters and field operations were instituted/nStrict hiring criteria, including background checks and interviews, were implemented/nThe first formal training for incoming agents was launched in 1928/nNew agents were required to be 25 to 35 years old and preferably have experience in law or accounting/nThe FBI became a source of high-ranking officials in government and police chiefs across the country/nThe American people desired to see a system built for excellence
