The establishment of contract pharmacies was a response to the needs of small Federally Qualified Health Centers (FQHCs) lacking their own pharmacies. By creating a pilot program through HRSA in the late 90s, these centers could contract with local community pharmacies, allowing them to participate in the 340B drug pricing program. This pilot demonstrated success, enabling health centers to access essential discounts while supporting local pharmacies with an enhanced filling order model. Eventually, HRSA expanded this program by allowing unlimited contract pharmacies for all participating entities, enhancing access to affordable medications for low-income communities.
